Washington, D.C., March 12, 2025 – The visit of General Carlos Fernando Triana, Director General of the Colombian National Police, and Gloria Miranda, Director of Colombia's Illicit Crop Substitution Program, to Washington, D.C., strengthens the shared commitment between Colombia and the United States to deepen cooperation on security, defence, and alternative development.

Coordinated by the Embassy of Colombia in the United States, the visit included high-level meetings with U.S. government officials, security and intelligence agencies, and members of Congress, underscoring the joint interest in addressing challenges related to drug trafficking and regional stability.
General Triana and Director Miranda held key meetings with the Department of State, the Department of Justice, the U.S. Drug Enforcement Administration (DEA), the Office of National Drug Control Policy (ONDCP). These meetings reaffirmed the strong bilateral cooperation in dismantling drug trafficking networks and strengthening security and law enforcement capabilities.
On Capitol Hill, General Triana and Director Miranda advanced a bipartisan agenda that included meetings with Congressman Jim Himes, Ranking Member of the House Armed Services Committee, and Congressman Mario Díaz-Balart, as well as staff from the offices of Senators Jack Reed and Jim Risch. Discussions focused on security and defence cooperation, as well as the impact of coca eradication and crop substitution strategies on regional stability. They also engaged with Senate Foreign Relations Committee members to explore further collaboration on security and alternative development.
The agenda also included a meeting with the ONDCP, where both parties highlighted joint efforts on drug interdiction and the seizure of chemical precursors.

The dialogue with leading think tanks provided an opportunity to exchange views on alternative development policies and the impact of crop substitution initiatives in Colombia's rural communities. At the Georgetown Americas Institute, General Triana and Director Miranda participated in a discussion on Colombia's drug policy and crop substitution programmes, addressing the challenges of coca eradication, dismantling criminal networks, and implementing sustainable rural development strategies.
This visit reinforces the strategic partnership between Colombia and the United States in confronting shared security and development challenges, strengthening regional stability and progress.
