Omar Bula Escobar, Colombia’s New Minister of Foreign Affairs

Omar Bula Escobar has taken office as Colombia’s Minister of Foreign Affairs, bringing more than two decades of experience in diplomacy, international cooperation, and humanitarian affairs to the role.

Colombia’s Minister of Foreign Affairs, Omar Bula Escobar, brings more than two decades of experience in diplomacy, international cooperation and humanitarian leadership to the role. An economist and business administrator, he has built an international career spanning Europe, Africa, Latin America and the Middle East. During his time as a United Nations representative, he held executive positions and led work across governance, public policy, strategic planning, programme management and international negotiations.

His career has also included leading complex humanitarian and development operations in conflict-affected settings, including Sudan and Somalia. In Iraq, he headed a US$3 billion emergency programme, coordinating large-scale responses in a challenging crisis environment. He is also the author of two books on international geopolitics, examining transnational organised crime, Islamist extremism in the Americas and the influence of globalism in the Western Hemisphere.

Minister Bula holds an MBA from EUNCET Barcelona, as well as postgraduate qualifications in corporate administration from Harvard Business School and business administration from George Washington University School of Business. A university lecturer, author and analyst, he has taught across the fields of management, international relations and leadership, complementing a professional career shaped by international affairs, negotiation and crisis management.
