The Barranquilla Agreements: Colombia and the United States Open a New Chapter in Bilateral Relations

President Abelardo De La Espriella welcomed U.S. Secretary of State Marco Rubio for the first high-level bilateral meeting of this new chapter in Colombia-U.S. relations. Foreign Minister Omar Bula Escobar, accompanied by Colombia’s Ambassador to the United States, María Consuelo Araújo, joined talks centred on security, countering narcoterrorism, economic prosperity, energy, infrastructure, technology and critical minerals.



The agenda translated into concrete advances in strategic areas, including new bilateral instruments on critical minerals and civil nuclear energy. The agreements provide a framework for deeper technical and economic cooperation, focusing on strengthening energy security, attracting responsible investment, expanding technical and regulatory expertise, and creating opportunities for innovation, industrial development, and formal employment in Colombia.


The high-level dialogue in Barranquilla marks another step toward revitalising a relationship of fundamental importance to Colombia, grounded in mutual respect, sovereignty, and national interests, and focused on delivering tangible results for Colombians.
